Dewan Kota Pertanyakan Payung Hukum Pungutan Parkir Pantai Panjang Dipihak Ketigakan?
Bengkulu, mimbarline.com – Polemik juru parkir atau Jukir yang bertugas di kawasan wisata Pantai Panjang mulai dari Pasir Putih hingga depan kawasan bangunan Dekranasda menolak pemberlakuan tarif baru yang ditetapkan pihak PT Yagama Mandiri Group selalu pemegang Kontrak dari Dinas Pariwisata Provinsi Bengkulu tampaknya saat ini menjadi bola panas.
Pasalnya Anggota DPRD Kota Bengkulu, Irman Sawiran angkat bicara terkait hal tersebut. Menurutnya, dalam aturan terbaru retribusi parkir di pinggir jalan umum tidak boleh dipihak ketigakan kecuali BLUD yang ditetapkan oleh peraturan Kepala Daerah.
“Kalau retribusi parkir adalah murni kewenangan dari kabupaten dan kota.
Jadi segala pungutan berupa pajak dan retribusi harus acuannya perda. Sekarang menjadi tanya kita apakah sudah ada perda soal retribusi parkir provinsi? Sebab
Kewenangan provinsi terkait pajak dan retribusi dan telah diatur dalam PP 35 tahun 2023,” kata Irman, Selasa (31/12).
Bicara soal aturan yang ada, makanya ditambahkan Irman, saat ini di Kota Bengkulu sudah tidak ada lagi pengelolaan retribusi parkir di tepi jalan umum oleh pihak ketiga.
“Mekanisme teknisnya Jukir langsung menyetorkan ke kas daerah melalui Bank yang sudah ditunjuk atau ke Bapenda. Dan jadi terkait soal parkir dipihak ketigakan di kawasan pantai panjang itu kita pertanyakan aturannya seperti apa?,” tambah mantan Wakil Ketua I DPRD Kota Bengkulu ini.
Selain itu lanjut Irman, memang saat ini kawasan Pantai panjang kewenangan dari pada Provinsi Bengkulu. Namun hal itu harus tetap mengikuti aturan yang berlaku. Sebab Perda yang ada terkait masalah parkir itu sudah disetujui oleh Guburnur dan Mendagri.
“Jadi kalau memang ada aturan secara jelasnya provinsi tolong sampaikan kalau tidak ada aturan yang mengatur takutnya nanti bermasalah hukum. Maka hati-hati jangan sampai melanggar aturan terkait dengan retribusi,” beber politisi PKS ini.
Lebih lanjut ditegaskan Irman, sebaliknya juga untuk para juru parkir tidak boleh memungut retribusi parkir melebihi ketetapan Perda kota Bengkulu yakni untuk mobil 3000 dan Motor 2000.
“Karena kalau ada jukir yang memungut retribusi parkir lebih dari itu jelas ilegal. Jadi masyarakat juga untuk pro aktif melaporkan apabila ada Jukir nakal dilapangan,” pungkasnya.(.cwt)
